More states could follow","excerpt":"<p>McMahon formally approved Iowa’s plan Wednesday at an event in the state.</p>\n","text":"<p>By COLLIN BINKLEY\nAP Education Writer\nWASHINGTON (AP) — <strong>The Trump administration is giving Iowa more power to decide how it spends its federal education money, signing off on a proposal that is expected to be the first of many as conservative states seek new latitude from a White House promising to “return education to the states.”</strong></p>\n<p>Iowa was the first state to apply for an exemption from certain spending rules after Education Secretary Linda McMahon invited states to request the flexibility last year. Such waivers have been offered for years but are finding new interest as Trump officials leverage all available tools to remove the federal government from local education.</p>\n<p>McMahon formally approved Iowa’s plan Wednesday at an event in the state. Indiana and Kansas have also applied to be exempted from certain parts of federal education law, and leaders of other states have expressed interest.</p>\n<p>McMahon told The Associated Press that the new flexibility will free up time and money now devoted to ensuring compliance with federal rules. With fewer strings attached, states can pool their federal dollars toward priorities of their choosing, including literacy or teacher training, she said.</p>\n<p>“We are eliminating that sort of, not bottleneck, but that additional compliance for the states, and that’s just going to be incredibly helpful to the state,” McMahon said.\n“It’s not going to have go through the Department of Education, and it’s going to flow directly more to the states,” McMahon said.</p>\n<p>Iowa’s newly approved waiver applies primarily to education money used by the state’s education agency, not the larger sums of money that flow to the state’s more than 300 public school districts.</p>\n<p>Under the arrangement, federal money from four programs — aimed at teacher training, English learners, after-school programs and academic enrichment — will be pooled into a single pot with fewer limits on how it is spent. Iowa’s plan will merge about $9.5 million over the course of the waiver, which runs through September 2028. How much goes toward one purpose versus another is up to state officials.</p>\n<p>Iowa said it will save about $8 million in staff time that went toward making sure that spending complied with regulations.</p>\n<p>The state will be required to show that it is still meeting the spirit of the federal laws behind each funding source.</p>\n<p>Known as block grants, that funding model is a longtime dream of conservatives who say money from the federal government comes with too many strings attached.</p>\n<p>Opponents say block grants would allow states to redirect money away from the students who most need the federal aid, including low-income students and English learners, and toward Republican priorities. Democrats in Congress urged McMahon to reject block grant requests in a letter in May, saying it would fail “the very students these provisions aim to support.”</p>\n<p>The waiver approved for Iowa is far narrower than one initially proposed by the state in March. That one asked McMahon to combine 10 funding sources into a single block grant, both for the state’s education agency and for the state’s school districts. The early proposal requested flexibility for programs including Title I, which sends more than $100 million to Iowa schools with large shares of low-income students.</p>\n<p>Iowa’s new plan leaves Title I funding untouched.\nEducation Department officials said Iowa’s new plan reflects the flexibility that can be granted under existing law. McMahon has separately asked Congress to pass a budget that would combine much of the nation’s federal education funding into a single block grant. Her proposal would zero out the four spending programs being consolidated in Iowa.\nIn her formal approval, McMahon called Iowa’s plan “a first-in-the-nation proposal to return education to the States by providing common-sense flexibility, within the letter of and while maintaining the spirit of Federal law.”</p>\n<p>The waivers are the latest example of the Republican administration using the tools of federal bureaucracy in its mission to dismantle the Education Department.</p>\n<p>It is not uncommon for states to apply for waivers from the law because Congress created the exemption to give states flexibility with initiatives that advance academic achievement. Yet it is never been used so openly as a way to cede federal authority to states.</p>\n<p>McMahon has separately used a federal procedure to outsource much of her agency’s work to other departments, using interagency agreements typically reserved for smaller tasks.\nTrump has promised to close the Education Department, saying it had become overrun by liberal thinking. Only Congress has the power to eliminate the agency, but Trump has directed McMahon to wind it down as far as legally possible. Ongoing genomic research on the island’s traditional inhabitants, along with studies of historical and colonial archives, has revealed new insights into our historical development. At the same time, online accessibility to public museums and related private collections is currently in progress.</p>\n<p>Over recent decades, Aruba has seen the construction of numerous private housing projects, commercial buildings, shopping centers, parking facilities, and extensive road networks. Alongside new neighborhoods, schools, and community centers, these developments have contributed to ecological habitat reduction, the decline of endemic plant and animal species, and the disturbance or loss of archaeological sites. Imagine areas that were once largely undisturbed natural and cultural landscapes now transformed into luxury real estate developments.</p>\n<p>Preserving historical buildings and archaeological resources requires collective awareness and objective decision-making. A large number of historic buildings that once stood in our capital, Oranjestad, have been replaced by modern commercial facilities. These resources should have formed part of Aruba’s tangible and intangible national heritage, contributing to a deeper understanding of the island’s identity and origins. Once damaged or destroyed, they become extremely difficult and costly to recover.</p>\n<p>Public education plays an important role in explaining the value of preservation and the benefits of responsible land use. Salvage archaeology—often conducted when sites are under immediate threat—focuses on the rescue and recovery of valuable information. However, time and funding constraints can limit this work, meaning that some contextual data may be permanently lost.</p>\n<p>Archaeological sites in Aruba—including prehistoric caves, rock art, burial sites, and settlement remains—provide direct evidence of early human activity, particularly from periods when written records were limited or absent. Preserving artifacts and their original context is therefore essential for accurate interpretation and future study.</p>\n<p>A commonly accepted principle in archaeology and history is to leave remains in their original location whenever possible. Advances in technology may allow future researchers to obtain more detailed information than is currently possible. This principle guides the work of organizations such as Etnia Nativa, which focuses on Aruba’s ethnic roots, the agro-pottery culture, and the relationship between cultural heritage and the natural environment.</p>\n<p>Etnia Nativa collaborates with Aruba’s Archaeological Department and other science-oriented organizations to protect archaeological resources or, when necessary, conduct responsible salvage operations. These “grain-of-sand” efforts aim to document and preserve materials that might otherwise be lost.</p>\n<p>Historically, Aruba’s landscape included widespread Kwihi trees (Prosopis juliflora), particularly around Oranjestad, and metates made of local stone were commonly found in Aruban homes. These elements reflect the island’s agro-pottery heritage. Today, some of these materials are preserved through salvage and educational initiatives, where visitors can learn about archaeological objects, native art, and traditional practices through guided interpretation.</p>\n<p>As Aruba continues to grow, balancing development with the preservation of its heritage and natural environment remains a challenge. (AP) — <strong>Abortion will remain legal in Wyoming after the state Supreme Court ruled Tuesday that two laws barring the procedure, including the country’s first explicit ban on abortion pills, violate the state constitution.</strong></p>\n<p>The justices sided with the state’s only abortion clinic and others who had sued over the abortion bans passed since 2022, when the U.S. Supreme Court overturned the landmark Roe v. Wade decision.</p>\n<p>Wyoming is one of the most conservative states, but the 4-1 ruling from justices all appointed by Republican governors was unsurprising in that it upheld every previous lower court ruling that the abortion bans violated the state constitution.</p>\n<p>Wellspring Health Access in Casper, the abortion access advocacy group Chelsea’s Fund and four women, including two obstetricians, argued that the laws violated a state constitutional amendment ensuring competent adults have the right to make their own health care decisions.</p>\n<p>Voters approved the constitutional amendment in 2012 in response to the federal Affordable Care Act. The justices recognized that the amendment wasn’t written to apply to abortion but said it’s not their job to “add words” to the state constitution.\n“But lawmakers could ask Wyoming voters to consider a constitutional amendment that would more clearly address this issue,” the justices wrote.</p>\n<p>The ruling upholds abortion as “essential health care” that shouldn’t be subject to government interference, Wellspring Health Access President Julie Burkhart said in a statement.</p>\n<p>“Our clinic will remain open and ready to provide compassionate reproductive health care, including abortions, and our patients in Wyoming will be able to obtain this care without having to travel out of state,” Burkhart said.</p>\n<p>The clinic opened in 2023 as the only facility of its kind in the state, almost a year later than planned after an arson attack. A woman who admitted breaking in and causing heavy damage by lighting gasoline that she poured over the clinic floors pleaded guilty and has been serving a five-year prison sentence.</p>\n<p>Attorneys for the state had argued before the state Supreme Court that abortion can’t violate the Wyoming constitution because it is not health care.</p>\n<p>Gov. Mark Gordon, a Republican, said in a statement that the court ruling disappointed him. The other law would have made Wyoming the only state to explicitly ban abortion pills, though other states have instituted de facto bans on abortion medication by broadly prohibiting abortion.</p>\n<p>Abortion has remained legal in the state since Teton County District Judge Melissa Owens in Jackson blocked the bans while the lawsuit challenging them went ahead. Owens struck down the laws as unconstitutional in 2024.</p>\n<p>Last year, Wyoming passed additional laws requiring abortion clinics to be licensed surgical centers and women to get ultrasounds before having medication abortions. Una perspectiva que supondría un cambio importante para la producción del país.</p>\n<strong>¿Qué representa el petróleo venezolano? –</strong>\n<p>Caracas cuenta con las mayores reservas de petróleo probadas del mundo, con 303.221 millones de barriles, según la Organización de Países Exportadores de Petróleo (OPEP), de la que Venezuela es miembro, por delante de Arabia Saudita (267.200 millones) e Irán. Pero la producción es muy baja: “alrededor de 1 millón de barriles diarios (mbd)” antes del aumento de las tensiones con Estados Unidos en diciembre, frente a alrededor de 3,5 mbd cuando Hugo Chávez, el predecesor de Nicolás Maduro, llegó al poder en 1999.</p>\n<p>Las sanciones impuestas por Trump durante su primer mandato hicieron caer la producción hasta un mínimo histórico de 350.000 barriles diarios en 2020.</p>\n<p>Debido a las sanciones, son pocos los importadores de petróleo venezolano: se estima que China compra el 80% a través de Malasia, otro país productor que sirve en cierto modo de pantalla. Alrededor del 5% de la producción se destina a Cuba en virtud de acuerdos entre ambos países.</p>\n<p>Para eludir el embargo, el país recurre a “petroleros fantasma” que utilizan numerosas artimañas como banderas falsas, rutas falsas…, como el Skipper, el primer barco interceptado por la marina estadounidense en el marco del bloqueo en diciembre. Y para evitar las sanciones estadounidenses relacionadas con las transacciones en dólares, Caracas realizó en 2025 cada vez más transacciones en una criptomoneda indexada al tipo de cambio del dólar (lo que se denomina una “stablecoin”).</p>\n<strong>Presencia estadounidense en el país</strong>\n<p>Parte del petróleo venezolano es producido por el grupo estadounidense Chevron. From the beginning of this current term, it was evident that the country’s most pressing challenges were structural in nature, including tourism saturation, infrastructure strain, housing pressure, labor constraints, and environmental limits.</p>\n<p>The governing approach has consistently emphasized stability, continuity, and visible progress. Policy initiatives tended to focus on measures that delivered quick, tangible outcomes and public reassurance. In practice, this resulted in a focus on easily attainable measures that created the appearance of action, while avoiding direct confrontation with the deeper issues that demanded political resolve. While this approach reinforced confidence and maintained political support, it also meant that deeper bottlenecks, those requiring sustained enforcement, institutional reform, and difficult trade-offs, remained largely unaddressed.</p>\n<p>Over time, it became increasingly clear that confronting these structural constraints would demand an extraordinary level of political will, a highly experienced and unified governing team, and a readiness to absorb significant public resistance. Structural reform would inevitably disrupt established interests, challenge growth expectations, and place strain on political alliances. The cost of such action would not be temporary, nor politically neutral.</p>\n<p>At the same time, the Prime Minister appeared to recognize that his leadership had reached a peak in credibility and public standing. Undertaking the most difficult reforms at this stage would likely have reshaped his legacy, shifting it from one of stability and continuity to one defined by confrontation and short-term disruption. In that context, restraint can be interpreted not as indecision, but as an acknowledgment of the limits imposed by political capital, institutional capacity, and timing.</p>\n<p>Rather than pursuing reforms that would almost certainly erode support and fracture consensus, leadership increasingly emphasized manageability over transformation. The decision to retire can therefore be understood as a deliberate transition, creating space for a new generation of leaders who may possess both the ambition and the willingness to pay the political price required to address Aruba’s unresolved bottlenecks.</p>\n<p>By stepping aside at a moment of relative strength, the Prime Minister preserves stability while implicitly acknowledging that the next phase of Aruba’s development will require a different form of leadership. It means doing the rounds, banks, KVK, DIMP, Elmar, Web, an endless number of people and organizations that must be notified of the change.</p>\n<p>My sympathies to all those walking the walk. I recently did the address change rounds, and every day I discover other people and organizations that must be informed. Be patient, my friends.</p>\n<p>On the occasion of naming a major traffic artery, cluttered by businesses and homes,  after his late brother, from the rotonda of Mahuma, past the airport to the Sun Plaza rotonda, our prime minister announced he was stepping down from the AVP party leadership, indicating that he is perhaps also ready to let go of the MinPres title, down the road.</p>\n<p>He went through a lot in past years, standing by his wife, during her illness, and might be aiming at a less hectic life.</p>\n<p>He must be tired. The elders making up the AVP party board members are conservative and old fashioned, and the cabinet ministers do as they please. It must be like herding cats. Trying to take control organize or coordinate these two groups of individuals.</p>\n<p>So, I suspect MinPres gave up the task of nailing Jello to the wall. During his first year in power, MinPres devoted his energy to planting trees, cleaning up neighborhoods and improving the life of the elderly. These are areas dear to his heart and he should be allowed to continue to dedicate his energy to his pet projects.</p>\n<p>But managing a country in 2026, cannot rely on trees, dumpsters, and medications. The island needs a visionary leader. Young, dynamic, educated with some work and life experience under his belt.</p>\n<p>Some of my friends, root for Trevor Eman, he has the pedigree – he is Mike’s nephew, has very warm and friendly parents. He has been racing cars internationally under the Aruba logo, and managed to complete an education, gain some helpful work experience at his family business, in between races. He squeezed in two kids too. Trevor has turned down the offer to join the family’s club, the political arena, for many years, but perhaps now that he is older and wiser – he has always been charming, he might change his mind.</p>\n<p>My other friends hope that crown prince Wendrick Cecilia and party princess Stephanie Sevinger rise to the occasion, now that MinPres is ready to pass the baton.</p>\n<p>But rumors indicate that the prince must still learn to get along, and provide the goods, besides a good talk. The princess has truly little work experience. To run this place, business experience is better than political heritage.</p>\n<p>Another friend suspects Minister Geoffrey Wever, FUTURO, might join the AVP party to run for party leadership in September. He is ambitious, and on a fast track to top. Heads of sovereign states have immunity according to a UN</p>\n","text":"<p>The headline says it all, an old/new phenomenon.</p>\n<p>I am sure, by now you are all geopolitical analysts having experienced shock and outrage mixed with joy at the news from Venezuela.</p>\n<p>The abduction, snatching, grabbing of the Venezuelan dictator was highly illegal per international law. Heads of sovereign states have immunity according to a UN treaty signed by the U.S. But from what I read, the U.S. framed it as a drug arrest following a 2018 indictment in a NY court, and as such it is perfectly legal, and may be executed by the DEA, aided by any law enforcement and army. Besides many will argue Venezuela was cursed by an illegitimate regime, and the only way to restore its rightful government was to remove the dictator.</p>\n<p>I agree that there were many reasons to remove him from his cushy job, but I was still shocked at the audacity. With Maduro’s close ties to terror organization Hezbollah, ultra-religious Iran, territorial ambitious Russia and pragmatic and ruthless China, he was an imminent threat. As one article put it, the real reason the Pentagon approved the action on Venezuela is that it considered Maduro, 63, an <em>adversary presence</em>.  The Pentagon concluded that Chinese control of resources in Venezuela, Iranian weapon manufacturing, and Russian military integration, EXCEEDED acceptable risk parameters. The U.S. president just signed on the dotted line, but the Pentagon decided, planned, and executed.</p>\n<p>The president no doubt chuckled with glee over burgers and fries, at the image of the handcuffed, humiliated former bus driver, turned deposed head of state, a prisoner in the U.S. Maduro must have been shocked too.</p>\n<p>Many also explain that Maduro was helping erode the system of Petrodollars, threatening the U.S. economy in a way that left no option but to spring into military action. The fifty-year-old Petrodollar agreement, made between the U.S. and Saudi Arabia, cited that oil can only be bought with U.S. dollars, which resulted in high demand for that currency, by every country in the world. The U.S. could print as many as it wanted, and the demand remained high. But in recent years, China, Russia, and India started buying oil with their own currency, weakening the dollar, and threatening American economic collapse.</p>\n<p>Thus, framed as the war against drug trafficking, the capture and arrest were eased by the 2018 indictment which recently received an update with more charges: Narco-terrorism conspiracy, cocaine importation conspiracy, possession of machine guns and destructive devices and conspiracy to possess machine guns and destructive devices.</p>\n<p>Putting Maduro’s vice president, second in command Delcy Rodriguez in charge was a strategic move, so that the financial system, the bureaucrats, the military, the supply chains, and all institutions continue to function, salaries would be paid, and bank accounts would be accessible. With chaos avoided control of the country is kept – the system did not collapse, and will continue to function, hopefully, under U.S. pressure and direction.</p>\n<p>The Venezuela basin holding the largest oil reserves in the world, was indeed very tempting in the age of Capitalistic Colonialism. And US oil companies are probably all heading back to Venezuela. My refinery watchers say, no, the Aruba refinery will not reopen, it will be dismantled for good, but the chance of Aruba finding commercial gas off shore is good, since Armstrong is still there, and still looking. He sees real hydrocarbon prospectiveness down there.</p>\n<p>Another refinery watcher thinks differently and feels that Aruba’s two delayed cokers, along with the hydrodesulfurization units are perfect for the upgrade of the heavy, high sulfur crude, the Orinoco Gold, flowing out of Venezuela.</p>\n<p>As far as Aruba is concerned, we should worry about our winter season. It started out with a bang, but both December 27th and January 3rd flight cancellations did not help. The U.S. did not have our economic interests at heart, when it attacked on the 3rd. They would have done is before but delayed it due to weather considerations.</p>\n<p>Anyway, I should not have been shocked at the audacity. This was not the first time the U.S. launched a large scale strike in Latin America. In 1954 in Guatemala, Washington trained and financed the mercenaries that booted out the then president. In 1961 in Cuba, 1400 Cuban exiles were trained by the CIA and launched a failed invasion. There were other attempts on Fidel Castro‘s life, including an attempt to poison his cigars. In 1965, the Dominican Republic was regarded as a communist threat and the US sent the Marines in In 1970 the U.S. backed Pinochet during his coup, in Chile, and he, as you know, was a very bad player. In the 70s and 80s the U.S. had interfered in Argentina, Chile, Uruguay, Paraguay, Bolivia, and Brazil to eliminate left-wing, communist, opponents. In 1979 in Nicaragua, the CIA provided 20 million in aid to the Contras, which flared into an international scandal since it involved arms sale to Iran. In 1980 El Salvador, the U.S. helped crush a rebellion which resulted in a 20 year long civil war. In 1983 it was Grenade’s turn when the Marines and Rangers intervened with a goal off curbing Cuban influence in the area. Then in 1989 in Panama, General Noriega — but he was not really the legitimate president.
