Parliamentarian Endy Croes elaborated on the public meeting held last Monday, during which the law establishing the “final balance of the 2019 operating account” was discussed, along with a correction to the 2018 balance. The operating account is a summary of all operational income and expenditures for the Government of Aruba — in this case for 2019.

A correction was also approved for the 2018 balance, previously stated as –144 million, now adjusted to –139 million.

This correction was necessary due to, among other things, pending administrative bookings at DOW that had not been completed on time. Although approved in December 2020, the updated information showed a correction was still required. The explanatory memorandum explicitly highlights the improvement from 2018 to 2019 as notable work by the Wever-Croes II Cabinet:

“This is a significant improvement compared to the results achieved in 2018.”

Thanks to the continued efforts of the Wever-Croes Cabinets I & II, the former Minister of Finance, and all professionals involved, Aruba’s financial statements will soon be fully updated and current.

The Wever-Croes II Cabinet began the process of restoring and correcting administrative procedures. Since 2023, budgets have once again been submitted on time according to the law — including those for 2024 and 2025.

A core element of the budget cycle is accountability. This happens through the financial statements. The Court of Audit first conducts its review, after which Parliament debates the financial statement in a public meeting, with the Minister of Finance present. After debate and questions, Parliament approves the final balance — in this case for 2019 — marking the official closure of that fiscal year.

The Cabinet worked hard to restore order, comply with legislation and professionalize financial administration. In 2019, the foundations were laid for solid and responsible public financial management — though COVID-19 in 2020 shifted priorities dramatically.

Despite this, Wever-Croes II continued the trajectory toward achieving approved financial statements with an auditor’s opinion. Former Minister Xiomara Maduro and her advisors played a key role.

At the Department of Finance, the three-lines-of-defense model was implemented, financial reporting systems were standardized, and administrative rules were developed to ensure reliable accounting.

If progress continues, Aruba may achieve its first financial statement with a clean audit opinion in 2026. It has not been easy, but with determination, it is achievable.

De correctie van 2018 was nodig omdat onder meer DOW administratieve boekingen niet tijdig had afgerond in hun rekening-courant. Hoewel dit al op 17 december 2020 werd goedgekeurd, blijkt nu dat een correctie noodzakelijk was. In de Memorie van Toelichting wordt duidelijk aangegeven dat de verbetering tussen 2018 en 2019 significant is — een direct resultaat van het werk van kabinet Wever-Croes II:

“Dit resultaat is een forse verbetering ten opzichte van het bereikte resultaat van 2018.”

Binnenkort zullen de financiën van Aruba volledig up-to-date zijn wat betreft alle jaarrekeningen, dankzij de grote inzet van kabinet Wever-Croes I en II, de voormalige minister van Financiën en alle professionals die dit traject mogelijk maken.

Kabinet Wever-Croes II heeft het traject ingezet om processen te corrigeren en te herstellen. Sinds 2023 worden de begrotingen volgens de wet en op tijd ingediend — ook die van 2024 en 2025.

Een cruciaal onderdeel van deze cyclus is verantwoording afleggen. Dat gebeurt door de jaarrekeningen. De Algemene Rekenkamer doet eerst onderzoek, en daarna behandelt het parlement de jaarrekening in een openbare vergadering, met de minister van Financiën en de betrokken professionals aanwezig. Na debat en vragen wordt het saldo vastgesteld — in dit geval dat van 2019. Dit vormt het sluitstuk van het financiële jaar 2019.

Men heeft vervolgens de mouwen opgestroopt en gewerkt aan verbetering en naleving van de wet. In 2019 werd de basis gelegd voor solide en verantwoord openbaar financieel beheer — een traject dat tijd vergt. De Covid-19-pandemie veranderde in 2020 de prioriteiten drastisch, maar kabinet Wever-Croes II bleef zich inzetten om te komen tot goedgekeurde jaarrekeningen met accountantsverklaring.

Als alles goed verloopt, kan Aruba in 2026 haar eerste jaarrekening met een goedgekeurde accountantsverklaring behalen. Het was niet gemakkelijk, maar met vastberadenheid komt men er.

As part of good governance and transparency toward all member federations and Aruba’s sports community, the Aruban Olympic Committee (COA) will hold its next General Assembly on December 6. During this meeting, the 2026 budget and management plan will be discussed, along with several other points of interest. As is well known, the upcoming year will be a significant one for the COA, with the potential participation in four different Games within the Olympic cycle.

In addition, there will be a highly interactive segment during which the second phase of the “Capacity Building Training” will be concluded. Several member federations will present their projects as part of their strategic planning process. This will mark the completion of several months of training, during which local professionals have delivered various workshops and shared essential knowledge for these projects.

In het kader van goed bestuur en transparantie richting alle aangesloten federaties en de Arubaanse sportgemeenschap, zal het Comité Olympico Arubano (COA) zijn volgende Algemene Vergadering houden op 6 december aanstaande. Tijdens deze vergadering worden de begroting en het managementplan voor 2026 behandeld, naast enkele andere belangrijke agendapunten. Zoals bekend wordt het komende jaar een jaar vol grote evenementen voor het COA, waaronder mogelijke deelname aan vier verschillende Spelen binnen de Olympische cyclus.

Daarnaast zal er een interactief onderdeel zijn, waarin de tweede fase van de “Capacity Building Training” wordt afgesloten. Verschillende aangesloten federaties zullen hierbij hun projecten presenteren binnen het kader van hun strategische planning. Hiermee wordt een reeks van maandenlange trainingen afgerond waarin professionele lokale trainers diverse workshops hebben gegeven en belangrijke kennis voor deze projecten hebben gedeeld.
